So finally after bringing in the amount of base course we needed (4 inches) we used a small vibrator to compact it down. Hopefully this evening it will rain and it will help it settle even more. The ground was soft in some area's even after the compaction so it needs a little time to settle. The good news is more base course is coming on top of this so that will help with stability.
